Uses of Solar Power

Bought a solar cell module from radio shack and it gave rated voltage and currents, are those open circuit voltage and short circuit current values?

Also how do I determine shunt and series resistance values for the module?

Those could be open circuit voltage and short circuit current, or they could be the voltage developed when that current is being drawn, or, third possibility, the maximum power point, that voltage with that current load.

Unfortunately Radio Shack rarely provides datasheets on the parts they sell, so it could be anything.
